Réunion du Conseil municipal du 13 novembre 2006

Commentaires de Sue

Je suis allée à la réunion pour voir jusqu’à quel point le Conseil prenait le dossier des algues bleues au sérieux. Il faut savoir que l’algue bleue s’est attaquée à 71 lacs au Québec au cours de l’été. Vous pouvez lire l’article précédent sur ce blogue, et pour obtenir plus d’information sur l’algue bleue (cyanobactérie), veuillez consulter le bulletin de l’association (SADL), paru cet l’automne.

Je n’ai qu’un seul commentaire à faire au sujet de la réunion. La municipalité doit se pencher sérieusement sur ce sujet et en faire sa priorité. D’après les réponses ci-dessous, vous constaterez que ce n’est pas du tout le cas et il semble que le Conseil ne se rend pas compte des problèmes qui existent partout ailleurs.

Voici quelques points culminants de la réunion

L’environnement

Une question portant sur l’algue bleue (cyanobactérie) a été soulevée lors de notre dernière réunion du 13 novembre 2006.
Sylvain Harvey dit, ce n'est pas la cyanobactérie, c'est la santé de nos lacs et
Frédéric continuera d’agir en tant que technicien en environnement.

M. le maire Boyer affirme que le Conseil continuera de suivre de près l’état des installations septiques, et que le rapport portant sur la « zone humide » sortira le mois prochain.

Taxes

M. le maire Boyer annonce que les taxes n’augmenteront pas en 2007.

Planification urbaine

Jeannie (présidente de l’association) ajoute que l’urbaniste est
disposé à expliquer le plan à la population.
Simon Laroche (conseiller) nous dit vouloir attendre que le
plan soit approuvé et prêt avant de le présenter à la population.

Le Conseil fait part qu’il rencontrera l’urbaniste et fera en sorte que le projet aboutisse.
Jeannie nous rappelle que le dernier plan d’urbanisme déposé il y a 10 ans n’a jamais été instauré. « Alors, pourquoi dépenser 30,000 $ pour ensuite le laisser de côté? Qu’arrivera-til avec le nouveau plan? »

Lac Marois - Barrage

Les citoyens incitent fortement le Conseil à passer à l’action.
Le Conseil convient d’une rencontre avec M. Grandjean afin d’établir la façon de procéder.

Lac St Amour – Le niveau d’eau du lac et la quantité d’algues dans le lac

Finalement, le Conseil approuve une proposition stipulant qu’un ingénieur sera mandaté pour préparer un rapport sur le niveau du Lac St Amour.
« Mais cela va-t-il vraiment se concrétiser? se demande une citoyen, et comment se procurer une copie? »

Les citoyens veulent des actions concrètes et rapides pour traiter
le problème du Lac St-Amour. Il y a trop d’algues.
Il est maintenant impossible de nager dans le lac.

Un citoyen fait part de ses commentaires: « C’est clair que si nous
ramenons la question du Lac St Amour encore et encore c’est que
nous n’obtenons jamais de réponses. »

Le conseiller Kevin mentionne qu’il faut faire beaucoup de tapage
pour faire changer les choses au Conseil, qu’en fait, il faut provoquer.

I have only one comment to make regarding the meeting.
I attended to see how seriously the Council is taking blue-green algae.
Blue-green algae has attacked several lakes in Quebec this summer.
See previous posts in this blog and the Association Fall bulletin for
more information on blue-green algae (cyano-bacteria).
This problem must be Priority #1 for the Municipality.
It is not a priority at all and they seem unaware
of the problems elsewhere.

Below are some of the highlights of the meeting.

The Environment

There was a written question concerning blue-green algae
(cyanobacteria) at the meeting 13 Nov. 2006.
Sylvain Harvey said that it is not only cyanobacteria –
It is the health of our lakes and Frédéric will continue
to be our environmental technician.


Mayor Boyer - We will continue to follow closely the
good state of the septic systems.
The wetland report will be ready next month.

Taxes

Mayor Boyer - Taxes will not go up in 2007.

Urban Plannning
Jeannie (Association President) said that the planner
was willing to explain the plan to the public.
Simon Laroche (councillor) wants to wait until the plan
is approved and ready before presenting it to the public.
The Council said they would contact the planner and make this happen.
Jeannie said that nothing was done with the last plan.
It was tabled 10 years ago and nothing was implemented.
Why spend 30,000$ and not make use of it?
What will happen with the new plan?

Lac Marois Dam

The citizens noisily insisted that action be taken.
The Council said they will meet with M Grandjean
to establish how to proceed.

Lac St Amour - Lake level and amount of algae in the lake

Finally, the Council approved a proposal for an
engineer to make a report of the level of Lac St Amour.
But, will this be done asked a citizen? How can I get a copy?
The citizens requested urgent action on Lac St Amour.
There is too much algae. They can no longer swim in the lake.

Citizen - From what I am understanding
- we keep bringing Lac St Amour up over and over
and we never get any answer.

Kevin (councillor) - You need to make alot of noise
to make anything to move in this council.
You need to agitate.
